New resolution on Farmers'
Rights under the Plant Treaty: Task 3
Task 3: Convening
regional workshops on Farmers' Rights
In the resolution, the
Governing Body "requests the Secretariat to convene regional workshops on
Farmers' Rights, subject to the agreed priorities of the Programme of Work and
Budget and to the availability of financial resources, aiming at discussing
national experiences on the implementation of Farmers' Rights as set out
Article 9 of the Plant Treaty, involving, as appropriate, farmers'
organizations and other stakeholders".
As Farmers' Rights are
included in the agreed priorities of the Programme of Work and Budget of the
Governing Body, and the financial situation of the Secretariat is fragile, the
crucial question is whether there will be financial resources for this task.
Additional funds may be required to make regional consultation on Farmers'
Rights a reality.
Regional workshops can provide important arenas for
exchanging experiences, discussing key challenges with regard to Farmers'
Rights, and to identifying promising ways to promote their further realization,
among countries with more or less similar contexts and in some cases with joint
legislative frameworks. Also potentials for regional collaboration in the
implementation of Farmers' Rights might be discovered and developed through
such workshops.
As set out in the fourth task, the reports from the
regional workshops will be collected by the Secretariat and will, together with
other input, provide basis for the discussions on Farmers' Rights at the Fourth
Session of the Governing Body.
The multi-stakeholder workshop module on
the implementation of Farmers' Rights that is currently being developed by the
Farmers' Rights Project for use at the national level might provide useful
input to the organization of the regional workshops (see information
here)
To enable the
implementation of this task, Contracting Parties and other stakeholders are
advised to ensure that the Secretariat has the sufficient financial resources
to convene such regional consultations. In light of its limited capacity, the
Secretariat may also consider linking up with relevant institutions to carry
out this task.
