New resolution on Farmers'
Rights under the Plant Treaty: Task 4
Task 4: Further
involvement of the Secretariat towards the fourth Governing Body
Session
Through the Resolution, the Governing Body "requests
the Secretariat to collect the views and experiences submitted by Contracting
Parties and other relevant organizations, and the reports of the regional
workshops, as a basis for an agenda item for consideration by the Governing
Body at its Fourth Session, and to disseminate relevant information through the
website of the International Treaty, where appropriate".
This
provision builds on the resolution from the Second
Session of the Governing Body on Farmers' Rights, where the Secretariat was
requested to collect views and experiences and prepare and agenda item for the
Third Session. Since the number of submissions was limited (see
Task 2), this task is continued in the
next intersessional period. In addition, regional workshops are to be convened,
as highlighted above, and the reports from these will be collected from the
Secretariat as well.
Probably it would be useful if the Secretariat
could create an own space at the Treaty website for such submissions, and post
all submission there when they arrive. This way, the submissions would be
accessible for all and thus enable the sharing of experiences as well as the
preparation for the next session, in terms of analysis of challenges and
needs.
As set out in the resolution, the Secretariat is to prepare an
agenda item for consideration at the Fourth Session of the Governing Body. For
the Third Session, the Secretariat prepared an information document, but not a
working document. Normally, there is at least one working document for each
agenda item, often with elements of a draft resolution. It is probably useful
if a working document be prepared for the next session, possibly with elements
of a draft resolution, as appropriate.
The input submitted to the
Secretariat from Contracting Parties, relevant organizations and stakeholders
as well as from regional workshops will be decisive for the next steps of the
Governing Body in terms of Farmers' Rights. It would be useful if all
submissions and input can be made available by the Secretariat at the Treaty
website, and if the agenda item is prepared in the form of a working document,
possibly with elements of a draft resolution - as derived from the
submissions.
