HOW TO REALIZE FARMERS' RIGHTS AT THE
NATIONAL LEVEL:
How can farmers'
participation in the implementation process be
ensured?
Even when farmers have been identified on a
legitimate basis, it is not necessarily sufficient to ensure farmers' active
participation in the implementation process.
In some countries
farmers may find it difficult to speak up in groups where representatives from
the authorities are present. They may also lack some of the backgrounds that
other stakeholders in the participation process have, such as knowledge the
history of Farmers' Rights and the possibilities contained in this concept.
Thus, to ensure an active participation of farmers' representatives it is vital
that they are well prepared. For this purpose, some of the measures in the
Creating Awareness Sub-section might be
useful.
