Farmers' Rights and
participation in decision processes
A third measure for
the implementation of Farmers' Rights, as suggested in Paragraph 9.2.c of the
International Treaty on Plant Genetic Resources for Food and Agriculture, is
the participation of farmers in decision-making pertaining to the management of
plant genetic resources for food and agriculture at the national
level.
There are generally few examples of legislation in this
regard, although some countries in the South have extensive legislation on
participation. All the same, actual participation in decision-making processes
seems to be marginal and is often confined to large-scale farmers who are
normally not engaged in the maintenance of plant genetic diversity. In the
North, the participation of farmers in decision-making processes is more
common, but without reference to specific laws or policies. However, farmers in
the North claim that their influence is now decreasing, due to their countries'
commitments to international and regional agreements.
