Even when farmers have been identified on a legitimate basis, it is not necessarily sufficient to ensure farmers' active participation in the implementation process.
In some countries farmers may find it difficult to speak up in groups where representatives from the authorities are present. They may also lack some of the backgrounds that other stakeholders in the participation process have, such as knowledge about the history of Farmers' Rights and the possibilities contained in this concept. Thus, to ensure an active participation of farmers' representatives it is vital that they are well prepared. For this purpose, some of the measures explained here might be useful.
